Channels for Bilateral Cooperation

Intergovernmental agreements of 1979 and 1981 form the basis for the scientific and technological cooperation with Egypt (Agreement of Scientific Research and Technological Development of 11.4.1979 between the Federal Republic of Germany and the Government of the Arab Republic of Egypt, Agreement of Peaceful Use of Nuclear Energy between the Federal Republic of Germany and the Government of the Arab Republic of Egypt of 26.10.1981).
In recent years application-oriented and industry related projects have been increasingly supported. The focus is currently on materials research as well as environmental and climate research. Further fields of activity are physical and chemical technologies, biotechnology and health research.


The German Academic Exchange Service, DAAD

The German Academic Exchange Service is one of the world's largest and most respected intermediary organisations in its field. Scores of students, teachers, researchers and scientists supported by the DAAD have been able to gain valuable experience abroad. However, there are also many other sides to the work of the DAAD.

The great number and variety of DAAD programs can be arranged into five strategic goals which facilitate a long term orientation. These are:
  1. Scholarships for foreigners to promote young, international elites at German higher education institutions and research institutes.
     
  2. Scholarships for Germans for studies and research abroad
     
  3. Internationalizing the German higher education institutions.
     
  4. Promoting German studies and the German language abroad.
     
  5. Educational cooperation with developing countries.

The 200 and more programs with which the DAAD pursues the above-detailed objectives range from short-term exchanges for research or teaching purposes through to doctoral scholarships lasting several years for graduates from developing countries, from information visits by delegations of foreign university vice chancellors through to the long-term regional programmes conceived to establish efficient higher education systems in the Third World

DAAD is represented in Egypt since 1960 by a regional office. Yearly, a number of around 3000 Egyptians take the opportunity of enquiring about study and research in Germany either during the public opening hours or by email.

Personal scholarships are extended to around 130 Egyptians yearly, mainly scholarships from two months to four years for young researchers and alumni-professors in the re-invitation program, but also to around 40 students of German. On the other hand, around 50 German scholars receive a scholarship for study or research at an Egyptian institution yearly.

In addition to giving scholarships, DAAD supports the Egyptian universities by providing a number of 5 long-term and around 6 short-term lecturers yearly, mainly in the field of German. Bilateral research projects, alumni workshops, fact finding missions and subject-related partnerships are funded, just to name a few.

Expected Activities

  • Organizing workshops and seminars within the framework of the Science Year 2007 activities.
     
  • Enhancing the bilateral and regional cooperation programmes
     
  • Making use of DAAD database in the activities of the 11 millions RDI programme
     
  • Participating in FP7 opportunities, especially that which deals with mobility
     
  • Participating in meeting with MS scientific counsellors in order to coordinate activities with them
     
  • Selection of suitable projects to be funded under a possible Research Fund at the end 2007
     
  • Following up of current and new regional training courses.

The Alexander von Humboldt Foundation

The Alexander von Humboldt Foundation is a non-profit organisation established by the Federal Republic of Germany in order to promote international research cooperation. It enables highly qualified scholars of all nationalities to spend extended periods of time in Germany to do research and it promotes ensuing academic contacts.

The Humboldt Foundation promotes an active world-wide network of scholars. Individual sponsorship during periods spent in Germany and longstanding follow-up contacts have been hallmarks of the foundation's work since 1953.


The German Research Foundation (DFG)


The German Research Foundation is a publicly financed organization for the promotion of science and research in the Federal Republic of Germany. It is the largest European institution in this respect. It’s head office is located in Bonn. The DFG is the central self-governing organization of all sciences in Germany.

The DFG is serving sciences in all branches by financially supporting research activities and by promoting cooperation among scientists. It is acting as an advisor for parliament and other state institutions in scientific questions and acting as an intermediator between science and the economy and foreign science institutions.

The DFG is supporting single projects, graduate colleges, science co-operations and the respective infrastructure. It is maintaining science relations worldwide. As well as institutions individual scientists are entitled to apply for funding.


German University in Cairo


The German University in Cairo, GUC, is an Egyptian Private University founded in 2003. GUC is established in cooperation with the State Universities of Ulm and Stuttgart, under the patronage of the Egyptian Ministry of Higher Education, the Ministry of Science, Research and Arts, State of Baden-Wuerttemberg, Germany, and supported by the DAAD, the German Embassy in Cairo, the Arab/German Chamber of Industry and Commerce (AHK) and the Federal Ministry of Education and Research, Germany. It is supposed to host a total number of around 8000 students in its final stage. Present faculties are the Faculty of Pharmacy and Biotechnology, the Faculty of Engineering and Material Science, the Faculty of Information Engineering and Technology, the Faculty of Management Technology, the Faculty of Media Engineering and Technology and the Faculty of Applied Sciences and Arts. At a later stage, the Faculty of Basic Sciences and the Faculty of Human Sciences and Languages will be added.


German Egyptian Year of Science and Technology 2007


Starting 2007, the German Egyptian Year of Science & Technology will be put into action. In line with the Science and Technology agreement signed by Egypt and the EU and according to the action plan defined by the two parties, Egypt and Germany will continue their cooperation in the field of science and technology and will resume providing opportunities of collaboration between Egyptian and German institutions.

One of the objectives of the year is fact finding the institutions with a high level research capacity, qualified and with interest in participating in research and higher education both in Germany and EU activities and, mainly, to support new networks among them.

A steering group was assigned to coordinate the activities that will be implemented within the framework of this Year. The group includes Egyptian and German members, representing the Egyptian Ministry of Higher Education and Scientific Research, Egyptian universities, the Egyptian Embassy in Berlin, and from Germany: International Bureau of BMBF, DAAD and the German Embassy in Cairo.

There are a number of Egyptian and German institutions which will provide support to this steering group.

From Egypt:

  • Cairo University
  • Academy of Scientific Research and Technology
  • National Research Center.
     

And from Germany:

  • Goethe-Institute, Cairo
  • Arab Chamber of Commerce, AHK, Cairo
  • German Archeological Institute, DAI, Cairo
  • German University in Cairo, GUC

During this year scientific networks will be formed for the following special areas:

  • Water
  • Materials
  • Medical sciences/health
  • Social sciences
  • Biotechnology
  • Renewable energies.

Networks coordinators have been defined both for the German and the Egyptian side.

Finance: Financing instrument and distribution of financial means have been determined. Scientific networks will be supported in 2007 with 300,000 € (from BMBF), that is 50,000€ per specialist topics, and with 10,000€ for each specialist topic this year. The "Young Scientists" will be supported with 100,000€ for a 2-year-programm plus extra budget for coordination, infra-structure etc.
