LAUNCHING OF EU-FUNDED TECHNICAL
AND VOCATIONAL EDUCATION AND TRAINING SYSTEM PROGRAMME
H.E. Dr. Rashid Mohamed Rashid, Minister of Industry and
Foreign Trade, H.E. Dr. Klaus Ebermann, Ambassador of
the Delegation of the European Commission in Egypt and
Mr. Galal Zorba, Chairman of the Federation of the
Egyptian Industries will attend the opening session of
the launching of the EU-funded Technical and Vocational
Education and Training System programme. The one-day
launching aims to present to the public the rationale
and concept of the programme and to sign the first
private-public partnership in the garment sector.
The Technical and Vocational Education and Training
System is designed to assist in the reform of the
technical and vocational education and training system
in Egypt with an end goal of enhancing the
competitiveness of Egyptian enterprises on the domestic
and international markets. The programme is scheduled to
run for a total of six years, beginning in July 2005. EU
funding of the programme stands at €33 million (EGP 230
million). The government of Egypt will contribute the
remaining funds to cover the total cost of the
programme, projected to be €66 million.
The key to developing a successful strategy to improve
vocational and technical training lies in a
decentralised and demand-driven technical and vocational
education and training partnership between training
providers and the enterprises that depend upon them. The
goal of the Technical and Vocational Education and
Training programme is not to simply provide additional
training. Rather, it is a creative and innovative
approach to the concept of training. This partnership is
designed to produce private-public training
partnerships, so called Enterprise Training Partnerships
(ETPs) These 12 projected pilot partnerships will be
designed to help identify the demands of industry in
terms of human resource development and training, with
an eye to implementing a bottom-up reform strategy –
starting with the improvement of training for the work
force and ending with enhanced competitiveness for
Egyptian industry.
These ETPs will also help identify potential areas of
growth in the technical and vocational education and
training system and within institutions, working jointly
with industries and the business sector to formulate a
plan to develop human resources to meet present and
future needs. Once these needs have been identified, an
effort will be made to link and match these needs with
the capacity building resources of the Egyptian
technical and vocational education and training system
through the implementation of a partnership between the
private and public sector with the goal of reforming the
technical and vocational education and training system.
