Launching of the 2008
"Samir Kassir Award for Freedom of the Press"
The search to find the winners of the third "Samir Kassir Award for Freedom of the Press", which will be awarded by the Delegation of the European Commission to Lebanon in association with the Samir Kassir Foundation, has now been launched. Candidates have until 30 March 2008 to apply.
This year, as a sign of the commitment of the European Commission to the promotion of human rights and freedom of expression in the Mediterranean region and the Arab world, the award is open to candidates who are nationals of 8 additional countries: Saudi Arabia, Bahrain, the United Arab Emirates, Iraq, Libya, Qatar, Kuwait, and Yemen.
Henceforth, the Samir Kassir award will be open to 17 countries: Algeria, Saudi Arabia, Bahrain, Egypt, the United Arab Emirates, Iraq, Israel, Jordan, Kuwait, Lebanon, Libya, Morocco, Qatar, Syria, the Palestinian Territories, Tunisia and Yemen.
It will reward:
- 1 journalist of the written press (daily, weekly, monthly and online press) whose document (editorial or investigative article) was published between March 30, 2007 and March 30, 2008. The theme of the document must be related to the Rule of Law (good governance, struggle against corruption, freedom of expression, human rights, etc.). The winner will be awarded EUR 15.000.
- 1 young researcher, aged under 35, whose research document, written during the 2007 academic programme, addresses the Rule of Law or freedom of the press. The winner will be awarded EUR 10.000.
The award ceremony will be held on the 2 June 2008 in Beirut.
The jury will be composed of 7 voting members (3 journalists, 3 academics, one official from the Samir Kassir Foundation) and one observer (a representative of the Delegation of the European Commission to Lebanon).

Regulations of the competition
Regulations for the journalists' award
- The competition is open to journalists of the written press (daily, weekly, monthly and online press), regardless of age, who are nationals of any of the following countries: Algeria, Saudi Arabia, Bahrain, Egypt, the United Arab Emirates, Iraq, Israel, Jordan, Kuwait, Lebanon, Libya, Morocco, Qatar, Syria, the Palestinian Territories, Tunisia and Yemen.
- Applicants must submit an investigative article or an editorial related to the Rule of Law (good governance, fight against corruption, freedom of expression, human rights, etc.). For applicants representing the printed press, the article must have been published in the media (a press organ) of the country of which the applicant is a national or in a press organ of one of the member states of the European Union*.
- Any article submitted to the competition must not exceed 25,000 characters and must have been published between March 30, 2007 and March 30, 2008.
- Candidates are allowed to contest only in one category, and candidacies must be individual (joint articles will not be accepted).
- The winner will be awarded EUR 15,000.
- The European Commission may reproduce and publish the prize-winining article in its own publications (which are non-commercial) and in promotional material relating to the Samir Kassir Award.
- The jury members, members of the European Commission and members of MEDIAN are excluded from the contest.
Regulations for the young researchers’ award
- The contest is open to researchers younger than 35 (born on or after June 2, 1973), who are nationals of any of the following countries: Algeria, Saudi Arabia, Bahrain, Egypt, the United Arab Emirates, Iraq, Israel, Jordan, Kuwait, Lebanon, Libya, Morocco, Qatar, Syria, the Palestinian Territories, Tunisia and Yemen.
- Applicants must be registered at a public or private university of any of the above mentioned countries. They must submit a research document (dissertation or thesis) addressing the Rule of Law or the freedom of the press, written during the 2007 academic programme.
- Applications must be from individuals. Joint theses will not be accepted.
- The winner will be awarded EUR 10,000.
- The European Commission may reproduce and publish the prize-winining article in its own publications (which are non-commercial) and in promotional material relating to the Samir Kassir Award.
- The jury members, members of the European Commission and members of MEDIAN are excluded from the contest.
