Belgium

General Framework
The preparation, execution, control and evaluation of a large part of the Belgian
governmental co-operation is shared among three departments of the Federal Public
Service Foreign Affairs (FPS), Common Trade and Development Co-operation as
well as an external body:
-
assignments for drawing up co-operation Programmes are entrusted to the
Directorate General for International Co-operation;
-
evaluation is entrusted to a unit directly under the Secretary General of
the Foreign
Affairs, with its assignments covering all initiatives of the Federal State
of Belgium in the framework of public development aid;
-
logistics and legal affairs are integrated into similar departments of
the FPS Foreign Affairs;

finally, the implementation and the execution of the governmental co-operation
are
entrusted to an external body, the Belgian Technical Bureau.
Belgian co-operation intends explicitly to integrate respect for Human Rights
into its policy.
The Belgian approach takes the philosophy that strategies for combating poverty
must move beyond a one-dimensional approach in these sectors and projects. Moreover,
the protection and the rehabilitation of the natural environment is integrated
into Belgian development Programmes.
General Forms of Co-operation: technical assistance through projects and programmes;
training programmes (study grants, training period grants); technical aid (mutual
transfer of technology and the acquisition of expertise); financial co-operation.
Egypt is not listed in the group of countries beneficiary of Belgium's present
development aid strategy. Nevertheless, some selective and ad hoc projects are
likely to be undertaken.
